More Than $67,000 in Impact Fees Distributed to Columbia County, Says Leadbeter

HARRISBURG –Rep. Robert Leadbeter (R-Columbia) announced more than $67,000 in impact fees paid by Marcellus Shale drilling companies is heading to Columbia County to benefit residents of the 109th District.
The Pennsylvania Public Utility Commission (PUC) reports that the distribution of $243.8 million from the 2025 reporting year is $79 million more than last year’s total due to an increase in new wells spud and a higher average natural gas price.
“Policies that place unnecessary burdens on Pennsylvania’s energy producers threaten our ability to maintain affordable, reliable energy and weaken our position as a national leader,” said Leadbeter. “We have ample natural gas resources, and we must continue to use them. This critical component must be developed to create jobs, grow the economy, enhance energy security, and give hardworking families dependable energy for the future.”
Under Act 13 of 2012, impact fees are collected from the drilling companies with 60% returned to counties and municipalities affected by drilling. The rest of the money goes into a Marcellus Shale Legacy Fund, a portion of which is provided to counties. The remaining funds are used by the state for emergency response planning, training and other activities; water, storm water, and sewer system construction and repair; and infrastructure maintenance and repair.
