Leadbeter, Culver Announce Significant Investments for Columbia County

January 20, 2026

HARRISBURG –Rep. Robert Leadbeter (R-109) and Sen. Lynda Schlegel Culver (R-27) announced more than $1.75 million in state funding is on its way to the 109th District to assist with eight improvement projects.

“This news comes as a result of me continuing to deliver on the commitments I made to Columbia County residents,” said Leadbeter. “Through relentless advocation and conservative common sense, taxpayer dollars are coming home to help improve the quality of life in the places we call home.”

“This funding will support transportation and water infrastructure projects across the district,” Culver said. “By advancing projects that improve infrastructure and connectivity, we can support safe, reliable services that residents depend on. I value the collaboration with my House colleagues as we take the next step in this process of building a stronger commonwealth.”

All applications for the Pennsylvania Water and Sewer Program submitted by Columbia County municipalities were fully funded thanks to Leadbeter’s relentless efforts and strong bicameral collaboration. The following entities received allocations from the program:
Montour Township Board of Supervisors$323,000 to upgrade Pump Station No. 4, such as building a structure to accommodate the emergency generator, automatic transfer switch, the pump controls and primary service.
Municipal Authority of the Town of Bloomsburg – $280,330 to replace the mixed liquor return pumps at the Bloomsburg Wastewater Treatment Plant.
The Municipal Authority of the Borough of Catawissa – $134,730 to upgrade the electrical wiring at the authority’s main operations facility and at a control/treatment building in the borough.
The Town of Bloomsburg – $69,176 to buy and install three hydrodynamic structures along Ninth Street.

The projects below were approved for funding from the Multimodal Transportation Fund (MTF):
Berwick Borough – $300,000 for road improvements.
Briar Creek Township – $300,000 to replace two failing bridges on Yost Hollow Road.
The Town of Bloomsburg – $300,000 to widen Route 11 to improve access to the Bloomsburg Fairgrounds.
Catawissa Township – $50,000 for the reconstruction of McIntyre Road.

The Pennsylvania Small Water and Sewer Program awards grants to municipalities and municipal authorities for water, sewer, storm water and flood control projects with a cost of not less than $30,000 and not more than $500,000. Funds may be used toward construction, improvement, expansion or rehabilitation or repair of a water supply system, sanitary sewer system, storm sewer system or flood control projects.

The MTF provides grants to encourage economic development and ensure that a safe and reliable system of transportation is available to the residents of the commonwealth. Funds may be used for the development, rehabilitation and enhancement of transportation assets to existing communities, streetscape, lighting, sidewalk enhancement, pedestrian safety, connectivity of transportation assets and transit-oriented development.
